About capacity building programme (CBP)
The capacity building programme (CBP) for public institutions responsible for the regional and local development policy and its’ implementation in the Republic of Moldova is elaborated on the request of the Ministry of Infrastructure and Regional Development of the Republic of Moldova (MIRD) and the Solidarity Fund PL in Moldova. The main goal of developing the capacity building programme is:
to ensure an efficient mid-term planning and designing the measures on increasing knowledge, strengthening capabilities of the relevant stakeholders in understanding the principles of the EU regional policy and cohesion funds management and its’ adaptation to the local context, in the sense of their qualitative preparation for the pre-accession phase;
to teach the workshop participants how to adapt to dynamically changing systemic conditions (e.g. planned adjustment of the legal framework to EU requirements and potential administrative reform), in which they will be able to actively participate as members of working groups and experts.
to teach the workshop participants how the mechanisms/processes of regional development as such and regional development policy work, as well as how to distinguish models of this policy in order to implement the most suitable one for Moldova
